Relax ehanced collapsing

Description

Version 0.3.1 introduced "enhanced" element collapsing. It turns out, it's too aggressive. At the very least, it should never "collapse" the <body> tag. There may be other good ways to try to continue collapsing empty space, but ensure we do not collapse content we want to see.

Making this optional (and off by default?) might also help.
